Job Description: As the Deputy Director he/she will combine traditional public relations practices into online media applications to further the strategic communications objectives of the organization. Requires a strong understanding of social media and how to proactively leverage online social networks to ensure that intended audiences receive key messages. Manages the Judiciary's public affairs function including communications, media relations, and public education. Serves as liaison between the media and the Judiciary, acting as the principal spokesperson for the Judiciary. In addition to developing strategic public awareness and marketing campaigns to increase understanding and awareness of Judiciary initiatives, daily interaction with the media is required, guaranteeing the critical protection of both the media's right to public information and the Judiciary's best interests.
Essential Functions: Manages, evaluates and motivates staff in an environment with a rapidly changing workload, high expectations and fixed deadlines. Writes speeches for the Chief Judge and other judges. Works with the Director, OCPA staff and organization to define, plan and execute long-term, proactive social engagements solutions and dialogue. Utilizes new and emerging marketplaces and technologies, particularly in the areas of digital and social media, through platforms such as Twitter, blog planning and posting. Community development and management through both platforms like FaceBook and custom community and external reactive and proactive outreach. Acts as Media Relations/communications counsel during high-profile trials. Works with director in addressing budget, procurement and personnel matters. Create messaging for internal communications, marketing campaigns, web sites, social media platforms and other communications tools. Serves as an instructor for communication courses and workshops. Drafts scripts for video and multimedia projects. Staffs Judiciary committees and commissions. Assist in the production of publications and PR/public education/marketing materials for various initiatives. Performs all other duties as assigned.
Education:
Bachelor’s degree in Public Relations, Journalism, Communications, Marketing, Government, Public Affairs or related field.
Experience:
Six years of professional public affairs experience, which includes two years of experience at the managerial level.
Preferred:
Prior journalism experience and an understanding of the law, and the ability to perform legal research.
Skills/Abilities:
Knowledge of public relations principles. Knowledge of the Public Information Act (PIA), Annotated Code, Maryland Rules of Procedure, Code of Judicial Conduct, and copyright laws. Knowledge of social networking arenas. Knowledge of budget practices and procedures. Skilled in written and oral communication. Skilled in areas of management, interpersonal relationships, analytical thinking and persuasive communication. Ability to analyze social media performance. Ability to implement strategic online communications strategy. Ability to handle multiple priorities simultaneously. Ability to draft and execute extensive media campaigns. Ability to communicate accurate information effectively to judges, co-workers and the public in a patient, clear and tactful manner. Ability to advise high-level officials on communications strategies. Ability to work independently, requiring initiative and the ability to complete work with minimal supervision and direction. Ability to perform all essential functions of the position.
