JOB SUMMARY: The purpose of this position is to advise the Commander, North American Air Defense Command (NORAD) and United States North American Command (USNORTHCOM), on multi-sector domestic issues and engagements within the various federal-state-local governments constructs concerning strategic defense interests, homeland defense issues, and Defense Support to Civil Authorities (DSCA). Expand and develop intergovernmental (federal - state - local) and multi-sector relationships among stakeholder partners in 50 states and four U.S. territories. Contribute to public affairs guidance or initiatives to enhance intergovernmental relations and understanding of NORTHCOM roles and capabilities. Expand initiatives to enhance understanding and increase advocacy among Governors, Lieutenant Governors, TAGs, Homeland Security Advisors, and other elected and appointed officials with emphasis and priority in locations hosting Commands' assets. Facilitate interaction by Command leadership with state legislative leaders and bodies, with emphasis and priority in states that host Commands' assets. Ensure appropriate exchange of information (speaking engagements, visits, etc.) with state legislative committees that address homeland security, public safety and security, military affairs, state university system, etc., in the state. Stay informed of committee deliberations and legislative actions for situational awareness of each state's plans, capabilities, and intentions to act before, during, and after natural or man-made disasters or National Special Security Events. Situational awareness of state legislative deliberations, authorizations, and appropriations provide visibility into a states existing and planned capabilities to augment or acquire assets for use during disasters or events where USNORTHCOM may co-respond in DSCA.
This is an SES Career Reserved position and is assigned a precedence priority code of DV-6 (equivalent to a Brigadier General) for protocol purposes.
